President Robert Mugabe’s plush R200 million mansion is nearly complete and ready for occupation, reports from South Africa suggest.

Located on the coast of Ballito, next to the Zimbali golfing estate, the property is described as ‘set for royalty’, boasting two man-made lakes, ‘lush vegetation’, ‘extensive parking areas’ and unique Indonesian Balinese architecture.

Security-wise, the property is reportedly a heavily guarded fortress with bulletproof windows and an underground bunker, leading to speculation that it is actually meant to be sanctuary for Mugabe when he leaves office.

The man behind this controversial development is Robert Mhlanga, a retired Air Vice-Marshall and a close friend of Mugabe who is heavily implicated in Zimbabwe’s murky diamond industry.

Mhlanga has been embroiled in battle with South Africa’s KwaDukuza Municipality, over building approvals for his development, as reported by SW Radio Africa in July last year.

Last year, the municipality obtained an order from the Durban High Court “stopping construction and occupation of the mansion”, citing potential impact on neighbouring properties and the environment.

In response, Mhlanga argued that he had not sought to flout building regulations, had taken expert advice, and that one of the two properties on which the development was located was agricultural land, for which no building plans were required, while the other had been rezoned.

Mhlanga’s lawyer, Lazelle Paolo, confirmed to South Africa’s IndependentOnline Friday that the building plans had not yet been approved.

The paper also reports that KwaDukuza council has indicated that although the issue over the building plans was still unresolved, the court had ruled that the construction work could continue.

Mhlanga is not just a property developer. International human rights group Global Witness Mhlanga revealed that he is a key player in the murky diamond mining in Marange. The group revealed that 25% of the Mbada mining firm was given to a company linked to Mhlanga, a Mugabe appointee.

The company is said to have ‘silent’ Chinese military partners. In 2010 the UK Daily Mail alleged that Mbada was the public face of a diamonds for arms deal between Zimbabwe and China, with China in effect funding Mugabe’s war chest.

While the completion of Mugabe’s sprawling property will be good news to the First Family and his corrupt associates, most Zimbabweans remain locked out of the country’s vast mineral resources and will be shocked by such opulence and waste.

In February, Finance Minister Tendai Biti was heavily sanctioned for revealing that the country was on the very of bankruptcy. Biti has in the past expressed disappointment that Zimbabwe’s multi billion diamond sector has not yielded much, with very little trickling into treasury coffers.

Political commentator Clifford Mashiri said despite the denials of ownership of the property by Mugabe who has always wanted to project himself as pro-poor, his vast property portfolio, which extends beyond Zimbabwe, suggests that this is just political rhetoric.

Mashiri said that the security features on the South African development alone would suggest that Mhlanga is just fronting for Mugabe.

He said: “Mugabe has properties in Zimbabwe and as far as Hong Kong. It’s simply a political strategy he uses to win votes.

“This is not a home for an ordinary Zimbabwean, but one who is very afraid and has a lot of resources at his disposal,” Mashiri added.

Zimbabwe sits on what is thought to be the one of the world’s largest diamond reserves and has the second largest platinum reserves of platinum, among other resources. Despite all these, the country continues to scrounge for money, even failing to fund its own elections.

The $200 Million Dollar Mansion is for a man “who is afraid” this makes it clear that you can still have the money but still be afraid. There man poor people who do not have money but they are never afraid only that they are bullied, savaged, killed and tortured. Outside these savage behaviours these poor people enjoy life to the fullest. Like we have known learnt that a President who loves his people leaves his people without medication, food, roads and employments and builds mansions outside his country.
    These behaviours are not African these are behaviours learnt from the very people who sponsor democracy and kill those who resist their impositions. Well for Robert there is nothing to worry about he is no linger vibrant to enjoy his loot. Maybe his wife and the one who will take “Nhaka” but it shows those rural voters who went to the recent referendum voting wanting to vote Mugabe that they are illiterate and manipulated such that they do not even know why they are voting. It is these ignorant voters who have forced Zimbabweans to lead the life of beggars as they endorsed leadership they do not even know what it stands for.
    Shame for fronts that are used impoverish Zimbabwe. All looted wealth will be returned to the rightful owners one way or the other God is not asleep.

      You must be daydreaming to say this nonsense which has no foundation. What is the basis of your argument when it has not be proved beyond reasonable doubt that Mugabe used the taxpayers’ funds to build this mansion, if at all it is his. There are many unknowns in this mansion saga and yet you article above is conclusive that it R. G. Mugabe’s property and that he has stolen money from the people of Zimbabwe. Of course god is not asleep but it is you who is in deep slumber, like a kangaroo.

          Then that is fine because you do not need the proceeds from diamonds as you and your political party (MDC) are advocating for the continued economic sanctions against Zimbabwe by the western world. You are not going to get even a penny going to the coffers of the Ministry run by Biti. Although he forgets that he has been supporting the maintenance of sanctions against the country he is one of its top leaders, of late he has been asking for the funds realised from diamonds to be channelled through his ministry. Is that not madness of the highest order? Biti does not need diamonds money at all.

      I always forget to inform those of my friends who do not understand my Shona language in the language they understand. First I was talking of a political party (MDC) whose political fortunes are in limbo and want to spruce their political image which is in ruins by talking nonsense that has not been proven for donkey years since this information has been released to the world.
      I have indicated above that if there is ample evidence that R.G. Mugabe used the taxpayers’ funds in financing the construction of the mansion in South Africa, any opposition government has the legitimate grounds to take the property. In the execution of this exercise, it is of paramount importance that evidence which clearly underscores that underhand activities were carried out on the part of Mugabe – otherwise what I read here is pure speculation which has been around for donkey years but without any foundation at all. When Tsvangirai is head of state, he is going to look into this, so for now let us just close this chapter momentarily as it will be reopened when there will be a new government led by Mr Tsvangirai in July 2013. The MDC should not be allowed to use Mugabe’s mansion to spruce their political image that is in tatters.

      What a load of rubbish when the American government just wanted oil from from Iraq. And when the US got the oil, it just abandoned the country and now the people of this country are living in abject poverty they never experienced when Saddam Hussein was its leader. You need to open your eyes, boy. The same scenario above applies to Libya. When Gaddafi nationalised the oil resources of the country in order to benefit his own people, he became a target for the western powers that depended on cheap oil from Libya. It then became even more serious when he called for the creation of the United States of Africa, a philosophy or concept that did not go down very well with Western Europe, a continent that depends heavily on the African continent for its economic survival or is it for the exploitation of the African continent. Of course, a United States of Africa which is the brain-child of the late Nkuruma of Ghana would have isolated Western Europe and brought about hunger and starvation to a continent that is used to the exploitation of the African continent and its people. Mugabe needs to be careful as all excuses for intervention in the domestic affairs of Zimbabwe are being created. The proliferation of the so-called human rights groups which never existed during the illegal regime of Ian Smith will be used to create strife in the country for those with a sinister motive to intervene in the defence of human rights violations.

      Have you forgotten that your political party led by comrade Tsvangirai who incidentally is our Prime Minister, a man who loves dresses for women like nobody’s business, has been calling for the continued economic sanctions of Zimbabwe. Quite frankly, the country called Zimbabwe is far richer than the entire Western Europe put together in terms of natural resources. We only need to develop our human resources to be competitive, otherwise we will be just be fine and far better than the entire Western Europe because we have all we need to be a well developed country unlike Europe that has to depend on other countries to survive. Zimbabwe has been on its own and has survived for donkey years. Besides, a country that has been raped and exploited since 1890 by its former colonial power with its gold, iron ore, copper and zinc, cobalt, manganese, platinum, emeralds, tin, uranium, diamonds, coal. asbestos and many other minerals being taken out of the country to develop the United Kingdom and Europe can never be described as a poor country. It is only a rich country and its people that can survive such pressures for close to two hundred years. Today the country is harbouring under economic sanctions and yet we are still able to survive and eat well.
