How to deal with municipal workers

The Combined Harare Residents Association (CHRA) has published a list of recommendations to help residents deal with situations regarding their water or power supplies and with other issues relating to the municipality. Many residents have had their services cut off for not paying the bills and others have been overcharged by corrupt officials. CHRA chairman Mike Davies said it is important to remember that the city is being run by an illegal commission that has no mandate from the residents and from the courts. He explained that as such they have no authority to cut off services. Davies advised residents to treat municipal workers with respect when they show up because they are not enemies. But he added that they are employees not policy makers and residents have rights.
The commission headed by Sekesai Makwavarara was granted a fifth term of office by local government minister Ignatius Chombo this year. This is despite several court rulings that found the commission to be illegal. The Urban Councils Act also prohibits the extension of tenure for any unelected administration. Davies said this gives the residents the right to boycott paying rates and to go to court to defend their interests. CHRA will assist in this regard if you are a member. Davies told us membership is currently just Z$50-Z$60.
